T he thrust of my position is that all publicly funded health care where patients don't pay should be supported by government regardless of how it is delivered so long as there is quality and accountability. When I designed the Independent Health Facilities Act in the late '80s, the idea was to move treatment out of hospitals where possible.This is not skimming the cream but providing good care closer to home for less cost to the public.
