Dr. Sandra Leggat is Professor Health Services Management and Head of School in the La Trobe University School of Public Health. Sandy has Australian and international experience in health system policy, organisation and management. She is editor of Australian Health Review, the leading Australian journal in health care policy and management, and is a member of the Northern Health Board of Directors.
Sandy is a Physiotherapist and Certified Health Services Manager. Her doctoral research examined the transformation in the practice of medicine and human resource management resulting from a change in financial incentives provided to a group of paediatricians. Prior to joining La Trobe University, Sandy was a Principal Consultant with PricewaterhouseCoopers where she managed large health care and broader public sector engagements throughout Asia Pacific. Representative projects include the Project Definition Study for the Health Information Infrastructure for the Hong Kong Hospital Authority; the IM/IT Strategy for the Metropolitan Ambulance Service and for the Parliament of Victoria; development of a performance scorecard for the Australian Health Insurance Commission, a shared service review of the Western Australia health care system; and a range of strategic and service planning projects.
Sandy has also had substantial experience in health service management as Chief Planning Officer of the Inner & Eastern Health Care Network (Melbourne) and as a senior manager at The Toronto Hospital (now University Health Network) and Baycrest Centre for Geriatric Care (Canada). She was CEO of the Health Station Community Health Service and Chair of the Board of Directors of COTA Community Rehabilitation and Mental Health in Toronto, Canada. Sandy is interested in health care planning and has participated in a variety of strategic and service planning assignments throughout Australia. Her current research focuses on human resource management in the public sector, with an emphasis on teamwork, and planning and performance monitoring for public sector organisations.
